The Mississippi Small Communities - Community Development Block Grant (CDBG) Program was established to aid in the development of communities which provide for their residents decent housing conditions, a suitable living environment, and economic opportunities. The State CDBG Program is designed to be consistent with this primary national objective by providing funds for local projects with activities that meet one of the following national objectives of the Community Development Act of 1974, as amended:

Benefits to Low and Moderate Income Persons - project activities primarily benefit low and moderate income persons and areas. This benefit is determined by U.S. Census data or by conducting a door-to-door survey of the households which directly benefit from the proposed project. A minimum of 51% of the households must be considered low and moderate income to qualify.

Slums or Blight - projects which aid in the prevention of slums and blight. An area must be located in designated slum and blight area to qualify.

Urgent Needs - meet other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health and welfare of the community and where other financial resources are not available to meet such needs.

Mississippi's CDBG program is divided into two (2) broad categories: Public Facilities and Economic Development.

The CDBG Public Facilities Program is composed of the Regular and Small Municipalities Public Facilities, Emergency Public Facilities, and Community Self-Help.

The Regular and Small Municipalities program provides grant funds to eligible local governments for activities such as water, wastewater, solid waste, flood control, bridges/roads, solid waste improvements, certain public buildings, etc. Maximum grants of $450,000 are available to city and county governments under the Regular program. Cities with 3,500 or less persons can receive a maximum grant of $300,000 with no match required. To qualify, a project must meet one of the three (3) national objectives outlined above and must demonstrate that the project will correct a potentially serious health and safety threat to the community.

The Emergency Public Facilities program provides up to $75,000 for any eligible CDBG activity necessary to address community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health and welfare of the community. Projects typically funded under this program are the result of damage resulting from a flood, hurricane, wind/tornado, storm, etc.

The Community Self-Help program is a resource for small communities with less money. Self- Help is the development and use of a community's own resources (human, material, financial) to solve problems for less cost. Projects are funded from recaptured CDBG funds. Factors used in determining the grants are project readiness and capacity.

The CDBG Economic Development Program provides grants and loans to eligible local governments to secure the location or expansion of business or industry in Mississippi. The purpose of the economic development program is to secure projects which create new job opportunities for citizens of Mississippi, especially persons who are currently considered low to moderate income. The CDBG Economic Development program is divided into two (2) categories: Economic Development Public Improvements and Economic Development Loan Lease.

The Economic Development Public Improvements program provides local governments up to $650,000 in grant assistance to make public improvements (e.g., water, sewer, storm drainage, rail spurs, access roads, etc.) necessary to secure a location or expansion by an industry. In return, the industry must commit a significant financial investment into their location or expansion in Mississippi. Additionally, the industry must commit to create new job opportunities as a result of the project, especially for low and moderate income families.

The Economic Development Loan Lease program provides loan assistance to local governments to secure the location or expansion of business or industry in Mississippi. Like the Economic Development Public Improvements program, and industry must commit to provide a significant financial investment and create new job opportunities for the community. However, the Economic Development Loan Lease program will provide low interest loans to construct buildings, purchase new or used fixed asset equipment, and provide working capital.

Capital Improvements Revolving Loan Program (CAP Loan)

The State Legislature during the Regular 1994 Session (House Bill 715) authorized the issuance of $15 million in State General Obligation Bonds to fund the Capital Improvements Revolving Loan Program (CAP Loan). The CAP Loan Program, administered by the Mississippi Development Authority (MDA), provides loans to municipal and county governments for eligible capital improvement projects outlined below:

  1. Construction or repair of water and sewer facilities.
  2. Construction or repair of drainage systems for industrial development.
  3. Improvements in fire protection.
  4. Construction of new buildings for economic development purposes. *
  5. Renovation or repair of existing buildings for economic development purposes. *
  6. Purchase of buildings for economic development purposes. *
  7. Construction of any county or municipally-owned health care facilities, excluding any county health departments.
  8. Construction, purchase, renovation or repair of any building to be utilized as an auditorium or convention center.
  9. Construction of multipurpose facilities for tourism development.
  10. Construction or repair of access roads for industrial development.
  11. Construction or repair of railroad spurs for industrial development.

* NOTE: The construction or renovation of economic development buildings for speculative purposes requires a 50/50 match. The match must be in cash or in-kind assets.

The State provides loans for up to 100% of the eligible project construction costs and up to 5% of the principal loan amount for design work (engineering or architectural). The cumulative maximum loan amount for any eligible local unit of government during a calendar year is $500,000. The term of any loan must be reasonable but shall not exceed 20 years. The loan amount will be limited by the applicant's ability to repay the loan within acceptable terms. The rate of interest on loans which qualify for tax exempt status shall be at 3 percent per annum, calculated according to the actuarial method at the time of loan approval. Taxable CAP Loans shall be at the true interest cost on the most recent issue of 20 year State general obligation bonds occurring prior to the date such loan is made. Local governments which fail to meet repayment obligations shall cause all or part of their sales tax allocation and/or homestead exemption reimbursement to be withheld and may be subject to other penalties.
