Congestion Management
 Federal transportation planning regulations require that each Transportation
Management Area (urbanized area with a population of 200,000 or more) develop a Congestion Management System to alleviate vehicular traffic congestion in the area. During FY 2000,
CMPDD collected data for a Congestion Management Plan, including traffic counts, 2020 traffic projections from the 2020 Plan, number of lanes, etc.
Congestion measurement criteria were developed for two categories: capacity deficiency and congestion duration. Maps depicting the current and projected 2020 vehicle-to-capacity
ratios (VCR's) of all arterial and collector streets, roads and highways in the projected urbanized area were completed, along with a tabular listing of the input data and VCR's.
Tables and maps were also developed comparing travel times on roadway segments during peak and non-peak hours. Strategies for alleviating traffic congestion within the identified
corridors were proposed and submitted to the Intermodal Technical Committee on September 25, 2001 and recommended for adoption. The Metropolitan Planning Policy Committee adopted
the Congestion Management System (CMS) for the Jackson Urbanized Area on September 27, 2001.
