Mitigation Planning
Mitigation Planning is an ongoing effort by the Federal Emergency Management Agency (FEMA) and the Mississippi Emergency
Agency (MEMA) to reduce the impact natural disasters have on people's lives and property through damage prevention.
Like any other region, the seven-counties and thirty-three municipalities that fall within CMPDD'S area are vulnerable to many different types of natural disasters. These disasters
which include winter storms, flooding, tornadoes and thunderstorms can have substantial human, economic and environmental consequences to its citizens.
In 2000, new Federal Regulations (Disaster Mitigation Act of 2000) required State and Local Governments to have a Hazard Mitigation Plan in place at the time of a natural disaster in
order to receive mitigation funding. In an effort to reduce the risk the citizens of CMPDD face from natural disasters and to bring the District into compliance with Federal
regulations, the District has partnered with FEMA and MEMA to develop a Regional Hazard Mitigation Plan and to assist local communities with the development of Local Hazard Mitigation
Plans.
The plans identify the vulnerability the region faces from natural hazards as well as action steps communities should take to reduce their vulnerability to natural disasters. In most
cases, proposed actions include structural elements such as strengthening a building to make it more wind resistant or building a community storm shelter. However, some plans also
include nonstructural actions, such as conducting hazard preparedness training or enforcing effective building codes to protect property from flooding.
