Pavement Management System
In 1995, the District's MPO began development of a Pavement Management System for the Jackson Metropolitan Area. All non-state maintained arterial and collector roads were prioritized,
using Road Surface Management System (RSMS) software, in terms of needed pavement repairs according to three weighted factors: traffic volume, roughness, and road condition. A
prioritized listing of pavement management needs is provided to the District's Intermodal Technical Committee in 1997.
Since the Office of State Aid of MDOT no longer collects data needed for a Pavement Management System in rural areas of Hinds, Madison and Rankin Counties, CMPDD has assumed the
responsibility for maintaining a pavement management data base in those rural areas as well as the urbanized area. Each year CMPDD continues to re-inventory the urban and rural areas
of the counties, collecting information on a cyclical basis: one county to be inventoried each year so that new data will be available for each county every three years.
Using the Pavement Management System ranking weights adopted by the Intermodal Technical Committee, pavement reconstruction projects are then selected by the Metropolitan Planning
Organization for federal STP funding.
