Technical Assistance
CMPDD offers a wide variety of technical assistance to its local governments.
District Develops Web Site for Pelahatchie
The Town of Pelahatchie recently launched a web site developed by Central Mississippi Planning and Development District. The web site,
www.pelahatchie.org, features news and information about Pelahatchie such as: city services, local schools, churches,
recreational activities, information on the Town’s industrial park, and a listing of local businesses.
The site also contains interactive features that allow users to download building permits, applications for water, sewer, and refuse services, and privilege licenses. Users may also
use the online maps to view city zoning and ward boundaries, or even download the official zoning ordinance and subdivision regulations.
TECHNICAL ASSISTANCE TO SCHOOL DISTRICTS
CMPDD has provided a wide range of technical assistance to public school districts, including:
Redistricting of School Board Districts: CMPDD has assisted the Hinds County School District, the Madison County School District and the Rankin County School District in
redistricting their School Boards;
Enrollment Projections: CMPDD has developed short-range and long-range enrollment projections for the Madison County School District and the Rankin County School District;

Assistance in obtaining a U. S. Department of Education "Fund for the Improvement of Education (FIE)" grant: CMPDD assisted the Madison County School District in obtaining a $500,000
FIE grant from the Department of Education. This grant was obtained as a result of the anticipated impact of the location of Nissan North America's location of a new plant in Madison
County on enrollment in the Madison County School District. In addition to performing enrollment projections for the School District as part of the grant, CMPDD has assisted the
District in developing a Comprehensive Education Plan that included a curriculum analysis, an existing facility study and an operations analysis. CMPDD technical assistance also
included recommendations regarding agreements with developers regarding sixteenth section land; recommendations for adjustment to school attendance zones based upon short and long-range
enrollment projections, and recommendations for new school sites.

Public School Facilities Plans: CMPDD prepared a Public School Facilities Plan for the Rankin County School District. In addition to enrollment projections, the plan included four
other tasks: (1) a study of existing facilities, including plotting enrollment trends for each grade level by attendance zone; (2) development of location and space requirement
standards, including desirable enrollment sizes (students per school), students per classroom, and school campus size requirements; (3) recommendations for expansion or adaptation of
existing schools or construction of new schools; (4) preparation of a report for presentation to the school superintendent and school board regarding findings and recommendations.
PROMOTIONAL BROCHURE FOR THE CITY OF MADISON
Utilizing the talents of its graphics staff and digital color printing
capabilities, the District completed a business promotional brochure entitled "Madison the City: A Great Place To Do Business!" The District prepared the document entirely in-house,
including the printing of 1,000 copies of the brochure in full color, with the map depicting business locations in the center.
Another example is the preparation of a Feasibility Study for the Madison County Multipurpose Arena and
Madison County Fair. In performing the study, District staff and local officials visited other existing comparable facilities around Mississippi and two county fairs in Georgia.
Based upon an analysis of those facilities, estimates of revenues and expenses for the first three years of operation of the proposed Madison County Arena were made. Although it was
determined that the Arena Complex would probably operate at a deficit for the first two years, its benefits to both Canton and Madison County in terms of indirect or "multiplier"
effects outweighed any operating deficits in the first two years.
A recommendation was made that the debt service for construction of the Arena Complex be paid through a Canton/Madison County Fair to be held each year on the grounds of the Arena
Complex, and other special events such as the Fourth of July Balloon Festival and antique shows following each Canton Flea Market. As a result of the study, funding was obtained from
the MS Department of Agriculture to construct the Multipurpose Arena Complex, which is now complete. The first Canton/Madison County Fair was held there August 22-26, 2001.
